How it handles quotes

Fields wrapped in double quotes can contain commas and line breaks, and a doubled quote counts as one literal quote. Leading and trailing spaces are trimmed before comparing, so " bob@x.com" and "bob@x.com" count as the same value.

What it does not do

It does not merge rows or guess which duplicate is newer. It keeps the whole chosen row as-is, so a row you with to keep should be the one with the most columns filled in. If your file has a different delimiter such as semicolons, convert it to commas first.
